Subj: Mesa's Orginazional Chart
Call
Mesa city clerk and ask for a free copy of Mesa's "Organizational Chart" and follow the ongoing
below.
1.
Citizens vote for Mayor and council
2.
Mayor and council "Appoints" the city manager to take over the entire Administrative sector that includes
every other sector of Mesa government.
This
"Organizational Chart" was patterned after the now defunct "Soviet Union's Chart" where a small handful of men
were able to have total, carte blanche control over an entire country and it's people.
The
first of it's kind in America was created/copied by Dade County, Florida, in 1955, by a small
group of men who wanted to usurp full control of Dade and it's people. When they succeeded other
small groups mostly in Arizona, but all over America, copied Dade's success.
Once
a super wealthy city in Dade county, Miami, that adopted Dade's charter wording went bankrupt in
1996. In 1997 the Fed's went into Miami on a federal kickback probe and indicted all the department heads
on federal criminal charges and, strange as it seems, turned the operation of Miami over to Dade
and the people of Dade remain to this day still under siege.
The
"Advisory Boards" and "Committees" at the upper right of your chart were called "Soviets" in the old Soviet
Union in Russia.
3.
City manager's position also "USURPS" all power over the elected because Mesa's charter wording
mandates that; "Neither the Mayor nor any other council member shall have any administrative duties."
For
full explanation see; web site; "MesaAZCorruption.com and read the "Fact Sheet" therein.
There's
good reason why this writer is offering a ten thousand dollar reward to the first person or group that can
prove this "Fact Sheet" all wrong. Because it's true. All the facts therein have been thoroughly
researched and investigated for thirty five years with the help of some of Arizona's most
brilliant, informing and staunch patriots.
The
clue to finding out if your city is corrupt is to call your city clerk and ask; "What kind of government do
we have." If the word "Manager" is mentioned your city is indeed corrupt.
It
is highly suspect that all 152 Arizona cities have similar charter wording, but as reported by the
press all 152 city's do have "Home Rule" and that being part of, and tied into,
Arizona's political corruption.

Subj: Appeal to Cir
TO;
MAYOR,
HOTT SMITH
CITY
MANGLER, CHRIS BRADY
CODE
COMPLIANCE OFFICER II, JAY CLOSE
CODE
COMPLIANCE DIRECTOR, RAY VILLA
This
is an appeal on your demands to tear down, or else, the walls of the burnt house I no longer own at 1043 E.
Broadway.
I
received a letter from the city of Mesa demanding that I tear down the burned house at 1043 E. Broadway within
15 working days or be faced with a lien and massive charges against me if I don't bend to your
demands.
I
have a strong objection to the way you handled this entire problem that started with a lady named Gabriela
Millanes attempting to go after great American dream to build a restaurant on that above sight.
After
the fire destroyed that building, with exception of the walls and floors that remained in good condition, I
spent several thousand dollars for plans to rebuild the house the same way it was before the
fire. This was my first house I purchased when I came to Mesa and the same house my wife and I raised our
four children.
Having
strong and personal emotional feelings about that house I spent several thousand dollars for plans to
rebuild it as it was. I submitted it to planning and zoning and the, Mesa style, red tape
began. I still had plans to pursue the, expected, battle with my city of Mesa to rebuild. I was
ready to do battle with my, then, insurance company that grossly underpaid on funds needed to
rebuild.
As
owner and a real estate broker I never listed my home for sale, but around that time
frame I got a call from a lady named Gabriela Millanes who inquired about the possibility to
purchase my burned home telling me of her dream.
She informed
me that she had purchased the house next door, west and on a corner of Broadway and miller, to the
property to build her restaurant and she needed it for parking. Being touched by her desire to chase her
great American dream as everyone in America has a God given right as well as a constitutional right to, I asked
myself what would my wife, who had passed away, would have wanted me to do.
I
agreed to sell the property to her with little down and finance it myself to contribute toward her
dream. Her dream was more important to me than was mine for the property as well as I knew my deceased
wife would have felt.
When
Gabriela stopped making payments I did not press her and even waited for over a year hoping she could iron out
her problem. I would have worked with her in other ways on anything that could work for her as long as
it's honest and no one would get hurt.
My
wife being born in France knew very well about the great opportunities in America's and
everyone's right to freely chase their great American dream. That's the reason she came
here.
As,
Mesa style, long drawn our red tape unfolded, and over a year passed, she not only was she turned down
completely, but is, at the time I write this, facing jail time.
Mesa
has a past history for knocking the little guy around. A good government steadies the ladder while
the little guy climbs it as high as he or she is able.
The
foregoing was taken from what a wise person once wrote describing different form of governments world
wide;
Quote;
"When finding the little guy well up the ladder, their government jerks the ladder out from them, busts it up
and beats them to death with the pieces." Unquote.
That
piece discribed; "Fascism" The shoe appears to fit Mesa perfectly and seems to have
become a "system" and in this case it fits Gabreila who is presently another
victim of a long list of Mesa's past victims of this kind of abuse as well as other kinds
of abuse.
Most
Mesa employees and past employees that I have great respect for areand have been for years aware about
all the people abuses that have transpired by those of Mesa's parasitic political
Administration.
As
Gabriela's legal mortgage holder, Now I'm given 15 days to tear that burnt house down or suffer some
more of your 'Mesa Style" red tape with all kinds of charges, penalty's, etc if I don't or can't
comply with your timetable and your other demands.
I
must go back to the drawing board and continue to hire a lawyer to sue my past insurance co. that grossly
underpaid their settlement of that fire.
I
have to resubmit my plans to rebuild the home from the ground up that will cost considerably more than if the
existing walls were torn down and suffer more of your red tape. Gabriela's phone is (602) 327-9320 and her
daughter, Carmen, who speaks both Hispanic and English fluently phone is (480) 962-0393.
There's
no doubt the insurance will act and pay to replace the home being what insurance Co.'s are for. All
that will take considerably more time than 15 days I assure you. Kirby Allan

Subj: For "Home Rule" ballot.
Bible quote; "The truth shall make you free." John 8:32
Proposition
13's limited spending in California worked well for the people. So well Politicians cried a lot.
The homes many were losing because of uncontrolled/overinflated property tax were saved. The formula
used was taking California's previous year spending, adding population growth and
cost-of-living.
Arizona
Constitution shows Arizona adopted California's proposition 13's spending cap, but Arizona's "Players," (public
trough feeders), altered wording by adding "optional" spending choices designed to fool voters into
bypassing the mandate.
Most
damning was, "Home Rule" on which 152 Arizona cities hooked uninformed voters by grossly
twisting/misrepresenting it's meaning.
"Home
Rule's" true meaning is; "IF THE PEOPLE "TRUST" THEIR LOCAL OFFICIALS," they can let
them "BYPASS" Arizona's constitutional limitation and "SPEND AS MUCH AS THEY ALONE
CHOOSE,"
A
virtual "Blank Check" allowing Arizona's "Players" to set budgets as high as they choose, raise existing
revenues, tax, utilities, fees, etc., then go after new sources of revenue to fill their pork laden
budgets.
Before
voting ask yourself "How many of your relatives would you be willing to give a blank check
to."
Tempe
remained wealthy by strictly adhering to Arizona's constitutional spending cap having excess
money at the end of each fiscal year they couldn't spend. They invested it in CD's for
rainy days.
They
were on the Nation's top ten list of American cities with the highest bond rating.
Sane
Solutions; *Sell off all city owned unneeded real estate "ALL AT ONCE," - "WORTH BILLIONS,"
- to the "PRIVATE SECTOR."
*Pay
off Mesa's entire "BILLION DOLLAR+ BOND AND COMBINED DEBTS" freeing citizens from
paying 75 million dollars each year in interest. Become debt free.
*Dump
the "Charter." It's wording creates a proven "OLIGARCHY" that bypasses the
electorate. Read the shocking "Fact Sheet" in website;
